Masabi wasn’t Low Bidder for Montreal Fare-System Contract; Vendor was Likely Helped by Special Pricing Clause in RFP

UK-based Masabi won the recently announced contract to provide a new fare system for Montreal-area transit authority ARTM with what is believed to be a substantially higher total bid than at least part of the competition, Mobility Payments has learned.

UK-based Masabi has won a contract reported to be worth at least CA$125 million (US$91.1 million) from Montreal-area transport authority ARTM, beating out Cubic Transportation Systems, likely incumbent Conduent Transportation and four other suppliers.
It's one of the largest and most complex projects for UK-based software-as-as-service ticketing provider Masabi, which enables mobile ticketing for mostly small and some medium-sized North America transit agencies–not the size of ARTM.

Montreal-area transport authority, Autorité régionale de transport métropolitain, or ARTM, plans to issue a new call for tenders in coming weeks for its planned account-based ticketing system after scrapping the previous tender request last month because of disappointing results, Mobility Payments has learned.

Cubic Transportation Systems is laying off more employees in an effort, it says, to “become leaner and more responsive” to the market, Mobility Payments has learned.
The U.S.-based vendor, the largest fare-system supplier globally, already laid off more than 200 employees last summer. The latest round of layoffs is expected to be smaller than this previous one.
